    Well, why would one want to refuse them? They're all positives for the good guys, since the gee gees have yet to execute their own play, successful or not.

    (Mind you, I would welcome the option of refusing a penalty against those good guys! )

    Plenty of instances, Rongar. Here's one example:

    Bad guys have the ball. 3rd and 10. They try for a long pass - incomplete. It should be 4th and 10 ... but wait, offensive holding: 5 yards.

    I'd rather it be 4th and 10 where they'll probably punt (or else it's do or die) than have it 3rd and 15.

    CatKnight's example is a good one and just one of many. Basically there are times you would rather have the other team lose a down rather than the yardage.
