Is this version 2009 with new rosters? Or is it much more?

Much more.

My two favorite new features were the ability to change pitchers from starters to relievers (and vice versa) in the minors and the ability to change the numbers of pitchers and hitters on your team (this one is still a big buggy).

There were also some good behind the scenes improvements to the game engine and AI.

2011 should be coming out soon as well

Nothing really different when I tried the demo of 2010........well it has different skins, different rostors, play-by-play/simming is much faster....pretty much it........F.Y.I rostor ratings suck.
