    1970 Amateur Draft question

Does anybody know why the Cleveland Indians drafted before the Montreal Expos in the 1970 Amateur Draft even if they had won 10 more games in 1969?

Also, what is the tiebreaker in a situation where two teams have the same record at the end of the season?

    Thanks!

It appears to me that they alternated NL & AL teams back then

As Etothep said, they alternated teams until 2005. You could of looked it up in the baseball reference bullpen under Major League Baseball Amateur Draft.
