I think MLB Trade Rumors is interpreting this wrong. Here's the original tweet:

Sources say only Phillies would receive Seattle prospects for Lee. None would be shipped to Toronto. Kyle Drabek is involved.

He means that no Seattle specs go to Toronto, so the Jays only get players from the Phillies.
