i did a bunch of simulation looking at year-by-year what happens to the "overall" rating for all teams. It averages out to something like this:
This was with injuries freq set at -10%, and all draft talent at -30% and peak (upside) at +10%.

14- 90
15- 90.5
16- 91
17- 90
18- 89
19- 87
20- 86
then it slowly starts to come down and settles into overall averages around 80 (which is good with me). So below is some visual evidence of this peak (which takes 5 to 6 years to reach and doesn't start subsiding for a decade.
Note there are people like this on every team, at every level of the minor leagues. After the first year I physically adjusted back down the major league spikes. But now I'm noticing guys like this getting called up: When the league set up, this guy had a 14 point spike in value. So this year I went through everyone's triple A squad and just retired anyone like this. I dont think player development is broken: its just this weird first year fluctuation:
