This is a giant assumption that is almost surely wrong. It is very unlikely that the tax cut generated enough economic activity to pay for itself. That whole idea has never really worked in practice - at least not at the levels of tax that people pay in the US. I'm not saying that the tax cuts were a bad idea - but they are a significant element that explains why the US had a large budget deficit before the current recession. The wars were the other major factor - I don't think either 9/11 or Katrina had a large impact on the US economy.

And the whole "spending" argument just falls flat. The three most recent governments which spent the most were Reagan's, Bush I's, and Bush II's in (I think) ascending order.

well, for the record nobody is arguing republican/democrat here. Bush I was not re-elected. And as for Reagan & Bush II, for most republicans their spending is the most significant gripe they have against them. Also, Bush I raised taxes pretty significantly.
