    There's many problems with that HOF counter (such as them counting partial ballots as full ballots). This one is better, and more extensive (and sees Rickey and Rice making it).

    What a joke, if Rice gets in the name needs to be changed from Hall of Fame. 25% of the members in it should get kicked out.

    No it means that the writer didn't list his entire ballot, only part of it.

    Say they write an article about Rickey Henderson, and mention that they voted for him, but don't mention anybody else. That's a partial ballot.
