Before July 31st, trades can be made by any team, with no waivers.
After July 31st, they must clear waivers. Waivers means the player is offered to every team in that league (NL or AL), and only if no one with a worse record puts in a claim for the player can the trade go through.
So if you try to trade Raul Ibanez to the Rays, the Red Sox can claim him off waivers. then the Mariners would either have to work out a deal with the Sox, or pull the player back.
They could have, but a few more things go into consideration. Any claiming team has to be willing to assume the rest of the player's contract and keep him in the majors, because the current team can also decide NOT TO PULL THEIR PLAYER BACK. That means the player becomes the claiming team's property, if they are the lowest-priority team to put in a claim.
Remember in 1998 when Randy Myers was claimed off waivers by the Padres from the Blue Jays? They were rumored to have put in the claim just to block the Braves from acquiring him. No other team claimed him, and Toronto decided not to pull him back, so he was now a Padre. They had to eat the remaining $13.5 million dollars from his contract and his career ended after 14 1/3 innings with them.
By the way, I'm almost positive that playoff rosters are "set" as of September 1st. I know that it's sometime in September, at least.

Of course there are exceptions for injuries. Ala K-Rod in 2002 or Seth Smith in 2007.
They were property of the team before September 1st, which is what I think counts. You can't sign a player, claim a player on waivers, trade for a player, etc. after September 1st, and then use them on the playoff roster (you can do all those things, but only use the player in the regular season).
Really, I thought they had to be on the 25-man roster but I dont really pay attention to these stuff. Seattle hasn't been to the playoffs since 2001 and probably wont be for another 4-5 years.
It's definitely not the 25-man roster...it's probably the 40-man, and there probably is some sort "in case of injury" clause....

they must be on the 40 man and on the 25 man september 1st. HOWEVER if an injury occurs i player from the 40 man roster may replace him but he MUST be on the 40 man roster
