why would it go to the commishioners office if its not been agreed to? all i'm saying is its unlikely to have been submitted 'at this point' to the commishioners office. I"m not saying its unlikely to happen, who knows?

Informing the Commish's office could simply be saying "Hey, we're close to getting a deal done that's going to need your approval because it involves a lot of cash, so here's a heads up."

Carroll says, according to Rotoworld, that the deal has been agreed to, pending Ramirez waiving his no-trade and league approval.
