The biggest market without a NBA team is Inland Empire which is close to LA.

The Los Angeles D-Fenders of the NBA D-League will be moving to Ontario when the arena is finished. If they were willing to build a larger arena in the area I would be in favor of moving the Clippers there to get them away from the Lakers and maybe cultivate a larger following.
