I dont quite understand why my players are +/- 8 in ratings yet I spend #1 in scouting. Can someone explain this one?

How many weeks did you simulate and still notice that it was +/-8?? Did you simulate multiple seasons and it still continued to show that number as well?

I simulated 1 full season and it was still +/- 8 in both 2012 and 2014 edition. It went from 2 out to 8 out. I don't know what I am missing. My expenses are #1 for scouting. In Baseball Mogul after 1 year of being #1 the ratings are bang on.

Did you spend more money at all? During those years the game may base the scouting expenses off of a certain number, even though the league average might be lower. So essentially you could still be number 1 overall for scouting expenses, but that is because other NFL team's expenses for scouting may be really low and the year has a certain number that you need to reach for the attributes to be showing closer to +/-1.
I played during the 1983 season with the TB Bucs' and found that I was leading in scouting expenses at $45,000, but was only getting +/-5 ratings. After adding another $15,000 I began to see +/-1 ratings instead on the scouting reports. Basically, you just need to add more money. If you add more money and you don't see a change at all, then that is definitely a bug, but for right now the average that other computer teams spend may be a bit low. I'll look more into it, but if you find that you are spending way too much money during a certain year; certainly let me know!

This will be fixed for version 11.01! We have revised the expenses in the older years to adhere to this problem.

I always play Redskins. I've seen the bug for years (of FM). Historic years, future years, etc.

Is there an option like in Baseball Mogul to water down the talent? My team is like all 90 rated players. If anything besides manually editing the draft talent one by one.

Is it just draft talent that you want to water down? If so, look for an updated text file for drafted players from me around Monday. I'm working on fixing the draft talent as we speak!

I think it's the drafted players' peak ratings that mostly end up 90+ after awhile. At least, it's been like that since I started playing FM a couple years ago.
After a few seasons of draftees, they start taking over and you'll see a lot of teams with most starters being rated in the 90s. Not sure how you would want to go about adjusting this.. whether by making some change to how the scale is graded or by a "watering down" of their peaks or advancement. I'd think the latter would be good, and perhaps even improve the sim results a bit, but it could end up being a juggling act for a couple patches until it gets tweaked back & forth into the sweet spot.
