Scouting doesn't work

Screenshots of pitchers viewed under "100 scouting" vs. Commissioner mode. Overall, among 34 pitchers, I counted 9 cases where the purported "+/- 1" scouting over-rated an overall or peak rating, with a difference of 1 to 3 points. But there were 38 under-ratings, all the way up to 10 points! (See Matt Cassels.) No wonder the AI does such as lousy job deciding when to promote players. Remember, the average team has far worse scouting than this. This has been broken for years, and seems like a major flaw for a "GM"-focused game. Please vote and also rate this thread. This is from the current Beta and so I've e-mailed Clay, but I reported this years ago and nothing happened -- am I the only one who cares?

OK, I tried to post a poll and it killed it because some of my options exceeded 100 characters. What a nuisance it doesn't give you a chance to fix it. Anyway, please rate this thread and/or comment.

Just use perfect scouting. Problem solved.

Is Commish Mode A+ scouting?

I've not seen this in BM12. Hopefully it's easily fixed!

No, that's the point -- A+, or "100" scouting, depending on version, is much worse than what you'll see if you go into Tools, Options, and check Commisioner Mode.

Is this 2012 version or beta 2013?

I've seen it in 2011 and beta 2013; I'm prety sure it goes further back, but I don't have any older versions to check. I assume it was not fixed in 2012 and broken again in 2013, but perhaps someone with 2012 can check it.
