In almost every jurisdiction, there's no legally recognized duty to rescue people in peril (except in circumstances which are not relevant to the present case). Nothing he did was a proximate cause of the usher's death. The most serious thing he could be charged with doing is grand theft auto.
I don't know anything about how Pennsylvania handles juvenile/adult charges. In Michigan, they can try someone as an adult regardless of age at the discretion of the prosecutor (or the judge, someone's discretion), and they definitely would in this case.

He pulled the guy out of the car, so he could also be charged with assault. And while, like you, I'm not sure just how much discretion a prosecutor in Pennsylvania has to try minors as adults, it seems like this is a case where you'd want to do so if you could. An adult conviction for grand theft auto would normally carry a substantial prison term.

No, that's not assault. There has to be an intent to cause bodily injury. What you're describing is criminal battery, which is hardly the most serious thing he could be charged with doing. It might not even be criminal battery and only civil battery, depending on how the PA criminal code operates.

Probably a different law? I don't know. When it comes to law enforcement it's probably just any battery that creates "assaulting a police officer."
Even they charged that kid with assault, that's a pretty weak charge when all he did was pull him out of a car.

EDIT: Epic comeback in the 5th for Long Beach. Down five, they get back to back doubles, two singles, and a 3 run bomb to go up 6-5. The hot pitcher in line for the win.
