ESPN.com's Shelley Smith reported that Sills, a seventh-grader, has verbally accepted a scholarship offer from Trojans coach Lane Kiffin. Sills plays at Red Lion Christian Academy. His coach, Eric Day, confirmed the decision in the Delaware News Journal.
"I'm very excited, but I was very, very nervous," Sills said in the News Journal report. "It was very cool, but my heart was beating so fast and I was scared. But after it was over, I was so excited and pumped."
Sills' team was in the Los Angeles area to play a couple of games last November.
The monitoring of players as young as Sills is relatively new to college football, but basketball coaches have been doing it for years. Two years ago, Washington coach Ty Willingham admitted he had offered a scholarship to receiver Kasen Williams, a high school freshman.

Its a verbal commitment, meaning it holds as much sway as him saying he wants to be an astronaut or a ballerina.
The kid was already a USC fan, even without playing football, so it not really a big surprise, I bet there are 500 kids in the Gerogia area that have verbally committed (at least to their parents and friends) that they are going to play football at UGA.
This just gets pub becasue the kid and his parents contacted USC to say they wanted to go.

The only question is whether it implies any commitment on the part of USC. How bad would he need to be for Kiffin to back out of his side of the deal?

none whatsoever, verbal commitment simply means not-a-commitment as ther are no rules for either side backing out for any reason. Obviously at this point the odds are that USC will make a spot for him either way barring any major injury or other issue.
On the plus side, being a verbal, USC won't have to start paying him untill he signs an offical letter of intent.

I'm still trying to figure out why it's taking so long for the NCAA to do anything. It's only been almost 4 years. And now they are combining the OJ Mayo case with Reggie's, so did the Reggie case really not have enough.

Although I like O.J. Mayo's case better, seriously why would someone of his caliber come to a school renowned for football. Timmy Floyd jumped out in time though.
