I don't know how you are supposed to measure it. Put them all on a radar gun and then see who can also get the best distances with the most accuracy? Not really sure. But I am positive that big league clubs know of a way to do it everyday. And stat junkies seem to know of a way.

My understanding is that it has to do with how many runners advanced on hits/fly balls to the particular player. So if people stop running against a particular player, they still have a good arm rating. It will be rated as compared to the average at the specific outfield position - so you would need to adjust for variation across the positions.

As for career vs. year-by-year, I think that you would probably need at least 5 years to get a decent sample. But I could see comparing player's best 5 years.

i know where you're getting the number from, but it doesn't make much sense to me. others with much larger numbers have less assists per game. I don't know what other matrix they are using. I will say a problem with Bo is that he would often skip the cutoff man...i don't know if that is somehow playing a part???

Assists are far from the only factor. A player with a great arm may have few assists because runners never go for the extra base on him, while a player with a weak arm may rack up assists because runners always test him. The site doesn't have a full calculation of the stat, but:

I will always think of Dave Parker, because he was shown in the This Week In Baseball credits throwing from right field to home plate on a line (no bounces, if I remember right) to nail a runner. I loved that throw.

Rick Ankiel is getting somewhat ignored here....or am I just over rating his arm?

I always refer to that Rockies game where he absolutely hosed two runners from the warning track in Colorado. AMAZING. But of course, I don't think he is really in the same conversation as the ones originally stated.

In the episode of Prime Nine they were showing, the two throws by Ankiel, by the naked eye, seem to rival the best one's thrown by anybody.

any player who has his throw cut off by another OF'er (who has a bad arm himself) is the automatic winner for this award. So yes, that means Damon.
