Same with Jorge Jimenez, the 3B plucked from the Sox. He's 24, been in the league 4 years. I thought it was 5 years in the minors, without being on the 40-man roster, and you can purchase the player for $50k.
But Rule V isn't related to the years, it's the actual Rule # in the CBA I believe.
Players are eligible for selection in the Rule 5 draft who are not on their major league organization's forty man roster and:
- were signed at age 19 or older and have been in the organization for four years; or
- were signed at age 18 or younger and have been in the organization for five years.

Yeah, it's called Rule 5 because that's the number of the rule in the CBA. The June amateur draft is officially the "Rule 4" draft.
