Because highly developed nations like Japan and Canada keep much better records than under-developed nations like the Dominican Republic.
Frankly, if you're that paranoid about the validity of birth certificates, there's absolutely no non-"xenophobic" reason that you should be 100% confident in American birth certificates.

Japan and Korea are highly developed nations. Technologically, even more so than the United States or Europe.
I second HoustonGM. If you doubt their record keeping, you might as well doubt every nation's record keeping.
