I would like to think he wants to be in the playoffs first and foremost. If that's true then of the teams that made the offers who provides the best chance for being in playoffs?
Probably the Angels. That division looks like it's going to be pretty bad again.

With the A's nabbing Holliday and going strong after Furcal, I wouldn't rule them out.

The pitching appears to be a little shaky now. You're right though, they're the one team in the division (maybe the Rangers too) that doesn't look to be horrible next season.
Even in spite of that, I'd say the Angels still give him the best chance to win (of the team's that seem likely suitors at this point in time). Milwaukee has to deal with the Cubs and Cardinals, and the Astros will probably make some noise as well. With the Rays in the mix, it's no longer just the Yankees and Red Sox in the AL East (although it is starting to drift to being just the Red Sox and Rays). If the Dodgers got in the mix they'd probably shift to being his best bet to win, but as of now that seems unlikely.

Oh you noticed the irrational thing.....:p
Yeah I don't see Sabathia coming or Burnett really.
