The more I think about it, the more I come around to the thought that Jay Williams wasn't really a bust, just unlucky and unfortunate.
May be a bit too early to call him a bust, but Adam Morrison is venturing that way. I never thought he'd pan out to begin with.
I'd say too early. One season isn't enough and he had a tough break last year injuring his knee. Maybe if he shaves off his sorry excuse for a mustache he will get better.
It probably is, but he never seemed like a guy that would have extraordinary success at the NBA level to me anyways. He can probably be a solid, 3-point specialist, off-the-bench guy, but I don't think he'll be a superstar in the league. But like you said, its too early to tell, maybe he'll be great.
The name that comes to mind for me is Yinka Dare, a Nigerian player for GW who got drafted first round by the Nets for a huge sum of money. Only played like 12 games with them; ended up later setting a record for most minutes played in a row without an assist. Talk about a guy who simply could not transition to the pro game...

That can be said of many (if not most) pro boxers, can't it? They stay in the game past their prime, and eventually lose to someone whom they would easily have licked in their heyday.

He wasn't a bust. The Heisman isn't supposed to be an indicator of success-to-come in the NFL, it's an award given to the best football player in college. Jason White wasn't drafted high, if at all, he had no expectations at the pro-level, and didn't even make an opening week roster. How can you be a bust if you literally have no expectation to do anything?
EDIT: White wasn't the first, nor will he be the last, player to win the Heisman and not be expected to do anything at the NFL level.
I can't believe I forgot the drafting of workout warrior Mike Mamula #7 in '95 by the Eagles! Guy was an okay player, but he specifically worked out to 'beat' the Combine (a practice that has become regular these days), and shot up to being the 7th pick in the draft. Actually, Jon Harris, another end Philly drafted 25th in '97, might be worse. Mamula at least had a few reasonable years a rush end...Harris did NOTHING, and was a guy no other team had ranked above Round 3, but Ray Rhodes decided he could turn him in to a star.

I'm not sure it's a straight-up BUST (because not THAT much was invested in him or expected from him), but that's a good call. Mamula had some sick physical skills, but wasn't really and NFL-caliber starter for the pass rush. His skills would show very well at times, but mostly he wasn't cut out for doing what they thought he could do.

Maybe the fault lies with the self proclaimed experts that label these people "can't miss". Then, when they do miss, rather than admit they were wrong they call the person a bust because they failed to meet the experts expectations.
Now having said that, is Michelle Wie the youngest bust ever?
As a team, it's hard to top the draft picks that the Washington Bullets - sorry, Wizards - have made. Kwame Brown, LaBradford Smith...arrrrgh. Even the ones they hit on, like Tom Gugliotta and Rip Hamilton, did their best after leaving. I can never forget John Nash telling the crowd at the Cap Centre, "You can judge me and my job on how well LaBradford Smith does." Whoooof!
