Eisenhower came back from Germany and implemented their system, which was/is first and foremost for moving the military around efficiently.
As far as innovation goes, the government is the least innovative institution you could ever conceive of to do anything. Most of those who have government jobs only goal is protecting that job until they retire. They ain't into innovating anything. That involves taking risk. Government employees for the most part are only interested in taking a paycheck, with the littlest amount of "work" neccessary.
We don't need government for much, period. We'd all be better off with less government. I agree with taxes for defense, road upkeep, and not much else. Most of our taxes are wasted. We should all be driving around on crackless asphalt, and have a friggin' maglev train connection in every hamlet from the Ozarks to Malibu Beach considering what we pay. Instead we get cr@p like Alaska's bridge to nowhere, generational welfare programs designed to keep people dependant forever, and a busted up two party system that's more interested in maintaining power for power's sake than improving America in any appreciable way.
