I was just wondering if some1 could tell me something like what the numbers are like.
Is it like this 100-90 A
89-70 B
69-50 C
59-40 D
39-20 F

Just wondering I like the game just a little confused.

More like:

90-100 A
80-89 B
70-79 C
60-69 D
<60 F

You really need a guy in the 80s to be useful, unless he has good stats in exactly the right areas (e.g. great fielding - light hitting ss/2b).

Griswel's scale is accurate. Here's the quote from the help files (pressing F1 in Scouting should bring this up):

"A '75' indicates average ability in an area. However, players who contribute reliably at the major league level will usually have a number of ratings of '80' or better.

A good scout can notice changes in a player before the stats bear out those changes, so pay your scouts well. The inaccuracy in the Scouting Report is shown after the phrase 'Ratings are'. For example, if your Scouting Report says "Ratings are +/- 7" then it means that a score of 77 might indicate a true rating as low as 70 or as high as 84. To reduce this inaccuracy, increase your Scouting expenditure (choose 'Expenses' from the Budget Menu)."
